The Registry of the Supreme Court has issued a Circular dated 01-02-2019 with a view to avoid the formal filing matters in the Apex Court. The Circular mandates that the Registry has to check certain mandatory things as per Annexure X of the said Circular at the counter itself and the Advocate-On-Record has to certify that particular checks as per Annexure Y of the said Circular had been carried out . So, unless the entire papers are made ready, you cannot approach the Supreme Court. The so-called formal fling cannot be done anymore in the future.
